From a friend who works at Lindbergh Field:

SAN has a "hard closure" in effect, scheduled for 388 days after 11/1/17. No flights will be allowed in or out after midnight. The runway is being re-surfaced, and the small strip of new P-501 concrete has to set up before opening for flight operations in the morning.

Bottom line: if your flight is delayed, do the math. If you can't get in or out before the hard closure, you might want be pro-active and try to find solutions that don't involve canceled outbound fights or diverted inbound flights.

That can't be right?

I would interpret it as "Closed every M-Sa night from midnight through 5am local between now and February 2018"

If your flight arrives after midnight or before 5am, expect delays, but otherwise the airfield would be open.

Bingo.  I forgot to use UTC, which would have made the "overnight" aspect of the rwy closure more obvious.

That is correct. There seems to be a duration disparity between my info and the NOTAM. I'm checking on it. I suspect the NOTAM is more accurate.

The 388 day figure is correct. NOTAMS will be issued on a recurring basis.
