There's no reason a Group CC couldn't require PD pass over his desk on the way up, but since PD is one of the few places where there's no subjectivity
(either you did it or you didn't), the added step wold just delay things.

Not all Wings have Groups.  In those cases it is Wing who would approve.  Some people who are in such a Wing without Groups, might be un aware of it being the Group who should approve that.
