When you submit a CAPF 95 online, does it go directly to the CAP scholarship Committee? My Squadron Commander said nothing came up that he needs to approve when I submitted mine. ???

No clue.
They should appear in the unit commander's approval queue. They approve then it shows up in the wing approval queue.
