The portable radio scanners/receivers $63 to $120.00 (refurbished) and will give you the necessary capability to monitor the civilian aero band including ELT signals.    Higher priced units will give you military aero UHF as well as digital and military/civilian radio trunking system monitoring capabilities.

The portable two way radios operating on Family Radio Service UHF frequencies range from $18.00 (2 units refurbished) to $100 for more powerful.  Don't believe the comm range listed.   These can be used for unit comm activities except emergency services.

The "more powerful" radios use General Mobile Radio Service which CAP is expressly prohibited from using.   There is no exemption for non-ES use like there is with Family Radio Service.

I think all of Uniden's models have 22 channels, just tell everyone to stay on channels 1 thru 14 (which are Family Radio Service authorizations).  There is a proposal before the FCC right now to deregulate GMRS and make it a license by rule (just like FRS).   The FCC didn't yank the certification on the uniden units.     Even for those that decided to use channels 15 to 22, it's likely it wouldn't work well because those are GMRS repeater output frequencies and there's high powered repeaters on those channels in many areas.

The CAP prohibition matches the AF Instruction on spectrum usage.
