This the only thing in the Play Store right now, unofficial and using incorrect graphics, but otherwise looks like a good piece of kit at the right price.
Appears to be mostly geared towards cadets.

Edit: Pretty unstable and not tablet-friendly, locked-up the device on uninstall.

Pretty much, not much different from iOS apps, they just don't tell you.

The phone network access, for example, is usually just to be able to tell the state of the connection, to say, pause the app when the phone rings, or silence sounds if you're playing music.

Hopefully, only someone from National so that there can be some level of consistency in the message.
