Are cadets allowed to solo is a C-182? If so, which flight academies allow cadets to solo in this plane?

If given permission by their wing or region commander, yes.  There is no specific restrictions of academies, it is across the board.  This is a new addition to CAPR 60-1 dated 16 APR 2012.   See section 2-8 section d) which reads:

d) For C182 airplanes, a student pilot must obtain the written permission of their wing or region commander to train in a specific C182 airplane and with a specific flight instructor. Such permission may be granted for multiple flights (including all the flights needed to complete private pilot flight training). Any change of flight instructor or C182 airplane used will require another written permission be obtained by the student.

Is this aimed more at a person who is getting there pilots license rather than cadets at a flight academy?

^ I would think so. The change was made because CAP is no longer buying 172s, and a 182 might be the only bird available for flight training in some locations.

An activity such as a flight academy allows plenty of time for advance planning and moving planes around so 172s can be used.

Before the change, you could still do solo in a 182, but there was no formal process for it.

The issue is, if you get your license, and the 182 is the only plane available, you still need 100h TT before you can do a CAPF5 in a high-performance aircraft (CAPR 60-1, 3-6(a)(1))..., which the 182 qualifies as.  OK, technically you can do the CAPF5, but you still cannot act as PIC.

So, while you can solo in the 182, once you get your license, you'd be grounded for a while until your built some hours.
