But, of more immediate concern, now I can't find where I read that military ribbons were allowed on the TPU if the issuing service allowed it.

I finally found it!

If you look at the powerpoint presentation from Susie Parker from Aug 07, slides 7 and 8 specifically state that RM ribbons can be worn on the corporate blue/white (TPU):
