One big issue we have in CAP is members who use the "performance over appearance" argument as an excuse to show up looking like yo store your uniform under the back seat of the car all the time.

I went to a Squadron meeting (not my Unit) and lots of people know I am a policeman. Well one parent, dropping off their Cadet, told me about a homeless man hanging around the parking lot. It was a Senior Member

When BDUs become unserviceable, within reason, they become mission uniforms. 

Unserviceable is just that: unserviceable.  Nearing unserviceable is when they become field uniforms.  Once they cross that line, they need to be retired.
