ES Ratings

Not being able to train in a rating is independent of what form on which you record your task completions.  It doesn't matter if you use MIMS, WMU, CAPF 113, the SQTR, an out-of-date CAPF 101T, or even an old spiral notebook.

The pre-requisites for every rating is set in the 60-series regulation (CAPR 60-3, I believe).  The pre-requisites for some of the ratings (for example, MP, MS, GBD, etc) include that you must be at least 18 years old.

The regulations further stipulate that you cannot complete other parts of the rating requirements until you meet the pre-requisites.  For example, if you do not yet have GES done, you can't get tasks signed-off for any rating because they all have GES as a pre-requisite (or they require you hold a "lesser" rating which inherently requires GES).

Therefore, you can't complete the check-offs for the rating until you're 18+ by regulation -- no matter where you want to record the tasks.

However, I don't see any reason that you couldn't get a bunch of the training and learn the necessary knowledge of the position ahead of time.  In fact, doing this and giving yourself more time to train for the position might even make you more knowledgeable about the position than someone else who went through a weekend training session.  You can simply learn all you can about the position you aspire to and once you turn 18, demonstrate your knowledge and skills to your examiner, as necessary, to get checked off in the various tasks.
