If I am a C/SrA is it fine if I sign up for staff as long as I will be C/SSgt by the time encampment comes around? I was told by CTWG it was fine but I am not sure that applies for other encampments.

You'll need to check with each encampment you plan to apply for staff with.

Also depends on the position you apply for. I was support staff at an encampment as a C/SrA the same year I did my basic encampment (winter basic, summer staff)

I've seen plenty of C/SrA in support staff positions. At my basic encampment, my flight "Sgt" was a C/SrA who (supposedly) was a C/SSgt on paper. You'll almost certainly be fine if you're applying for a support staff position, but I'd definitely check with them about line staff.
