Any way CAP is/ could become eligible to receive it?

Is the link to provide access or to inform us that unless we are essentially current/ former holders of a CAC that we are ineligible to access the Early Bird?  I tried signing in with that link just to see what would happen and I got a message saying I was not listed in the DoD database, and denied access.
- As a cadet they were printed off and copies made available.

Col. Horning's linky only works if you are hooked up to a .mil domain. The other workaround requires that you be enrolled in DEERS (Defense Enrollment Eligibility Reporting System), just like AAFES online.
