Cadet Wings Timeline

The flight scholarship applications are opening 1 October this year and I heard money should start flowing in January which goes against the timeline posted in section 2 here:

The Youth Aviation Initiative page does show the  1 October date but can anyone confirm that their trying to get the cadets the money by January?
