The CIVIL AIR PATROL AT THE CROSSROADS report (1999)

Those interested in structural change and especially those interested in putting together a formal report may be interested in this:  http://members.aol.com/eglincap2/mrcrpt1.htm.  This 1999 report was entitled, CIVIL AIR PATROL AT THE CROSSROADS: AN ORGANIZATIONAL MODEL
FOR LEADERSHIP AND SERVICE IN THE 21ST CENTURY by something called the Civil Air Patrol Membership Committee.  This was actually a group made up of contributors to the old CAP-TALK email discussion group that received the blessing of NHQ Legal and the Nat. Cdr. to formalize their recommendations.

Some of the issues discussed are identical to those brought up here: distancing from the AF, closed loop leadership selection, senior member professional development.  Some of the recommendations closely parallel those presented here.  Other issues are no longer relevant to CAP today. 

In any case, it is an interesting document.  I wonder if any of those involved in that process would be willing to help their philosophical descendents on this board by offering advice on the process and their thoughts on the outcome of their project.

Lt Col Mike Thompson, and I discussed that work a while back.

I think he said all that was shelved, nothing came of it, Mike and I discussed the vision for CAP.

The problem with the CAP structure now and the one his commitee envisions is that they are afraid to have a strong National Commander.

But, electing the governing body of CAP from the general membership is a good idea.
