Title: Cross Comparison of VOAD's

I have been asked to write/comparison of the CAP/CGA/SDF Emergency Services Management Programs.

Before I get a jump on it.......

Any thoughts on the concept?

Go for it

It needs and explanation and it also needs how the chartering, laws, and MOUs are written

Its awful interesting there are folks interested in UCMJ for CAP yet we can NOT get updated GT equipment, DR curriculum off the ground but yet are worried about some UCMJ action

Lets try to improve the Ground game as well getting the AIR back into Civil AIR Patrol like some in my AOR....The AIR never left...just not utilized enough

Going to be an extremely difficult task due to general lack of information on most SDFs and current operations. 

CG Aux has been ramping up training of folks to take on ICS roles in emergencies and does so on a regular basis, but the percentage of members participating is fairly small -- most members didn't really sign up to do that sort of thing and either can't or won't volunteer for 2-3 week deployments during which the bulks of their expenses will be on them with reimbursement at some point in the future.  Though compared to the AF, the CG is probably way ahead in terms of using ICS, but relatively speaking most CAP members active in ES are probably as well trained and probably more experienced.

How about the question of is there even a real need for VOADs or are the a solution in search of a problem?  If CAP and other VOADs were to cease existing today would there be a legitimate void that would have to be filled?

I average between 40-50 students per Term through one of the Universities I teach for. Two of the three classes have course content specific to VOADs and their relevancy. At this point little over half of the students (from new to the field to seasoned professionals) believe that VOADs have a true place in EM but not in the same manner. There is little "interoperability" between the organizations. But this will be addressed as part of the Cross Comparison research.

is there really that much of a service gap for CAP to fill, or should CAP scale back its ES and concentrate on cadet and AE?

Also going to almost be impossible to quantify number of CG Aux folks qualified to participate in EM situations since these quals aren't tracked at the national level.  However, information could be obtained on the number of members submitting time for participation in some EM activities since CG Aux has a pretty comprehensive system for tracking member participation.

Agreed. CGA is beginning to get more involved in the MEMS / Emergency Management side of the world. The Sector I am in has a MEMS/EM group in the formation stage. It is going well and they are recruiting more members.
