60-1 Proficency Profiles #7 and #9

I've been going over this with a fine tooth comb, and I'm coming to the conclusion that I could use this profile under an A12 symbol to continue my Instrument training towards an Instrument rating.

Am I reading it correctly?  For all the requirements that they place in this profile, like having a current CFII on board, it says nothing about the pilot needing to be Instrument-rated.

If your answer is "No, you can't", I would appreciate a reference to your answer by pointing me in the direction of either a reg or precedence.

Edit: it looks like Profile #7 may be a better fit for what I'm trying to accomplish
