I am currently working on my ICUT certification so I can staff a Florida wing encampment. Is it required to get the hands-on evaluation to be able to staff, if so, who would be certified to evaluate my skills?
The practical portion is required to complete ICUT certification. Just about anyone on the Communications staff (provided they are SETs) at any level can sign you off.
As an aside, what will you be doing at encampment that requires ICUT?

In theory, any staff position that requires the use of a CAP radio.
Encampments are not really "unsupervised".
Luckily you have a few months to get the practical done. I would talk with your squadron ES officer and see if they can help schedule you eith someone to test you out for it. Maybe find out when the next SAREx is and head there as usually there would be one or two people there that can sign you off. Finally if none of those work, send a message to the encampment info email and see if they know if someone on the Comms staff could help sign you off at the encampment, the in-person practical should only take 5-10 minutes at the most
Your ES officer has no authority to sign off ICUT. That's a Comm staff function. All it takes is 1. be assigned as Communications staff in Eservices 2. Complete ICUT. 3. Complete SET training.
You don't need to go to a SAREX. Speaking from experience, one or two folks can get ICUT practicals done at Encampment, but more than that don't have the time and trying to get them in to take the practical really doesn't work.
No to mention that the cadre who "needs" those practicals have cadre work to do,
so either they are incommunicado until the practical is done, or taken off the line to
recite pro words.
I would still assert that icuts aren't needed at encampment, regardless, however they certainly
shouldn't be gating factors to cadre as icut has nothing to do with the encampment programs or goals,
nor even a general expectation of cadet life or membership.
Also, the 5-10 minute estimate above is benevolent at best.

"Breaker, Breaker" ... "10-4 Good Buddy" ... "Catch you on the flip side"
Know these and similar, and you'll be ready. :)

Never said the ES officer would be the one to sign off, just one of the folks who should know who can (locally at least) and how to get it scheduled.

It should not be required, but local 'requirements' may vary.
Contact your local Comms Officer and use your chain of command to get it done.
