Title: Form 2A for the same award, multiple recipients

Can I do one CAPF 2A for multiple individuals? Can I do this in eServices or is a paper form required?

You can't do a 2A for multiple individuals. You can't do it in Eservices, either. You can do a PA (Personnel Authorization) for as many individuals as you like. Presumably, you're looking at Section 2 - Awards. This is very common for many wings and higher to do when doing awards to multiple individuals for the same award.

It's usually something like:
This below listed members are hereby awarded the <insert award/ribbon> for their <participation, outstanding work, etc> at during <event/activity/???>
Lt Col Speed, High 987456
Capt Drag, Low  986547
C/Col Flash, Jane 998877
C/Amn Smith, Robert 999789

Put approver's signature block and get signature. Each person gets a copy and make sure to provide a pdf copy for them to upload into Eservices.

You can do the same thing if members are getting different awards, just separate each award group. Same with groups getting the same award for different activities, either group by activity, or put the activity after their CAPPID.

20 years ago I'd have done a mail merge into the Word version of the 2A with a list of recipients and awards. Not sure why except "look what I can do with this".

Today? PA all day, every day. Big time. 100x easier.

I have also used a squadron PA to supplement an NHQ PA to specifically identify squadron members who were in the unit during the award period for a Unit Commendation. Given the delay between NHQ originating the award, and the news getting to the squadron, there were new members who were not eligible for the award.

Definitely this. NHQ doesn't specifically call out doing this, but it's definitely a "this will save you a ton of heartache, pain and investigation in the future if you do this today" kind of thing.

Because > 2 years after a blanket or unit award (like a unit citation) nobody has any recollection of who was in the unit during the period cited. (I watched Joe Hall hit enter on the SQL query to update everybody"s records for the AFOEA as it was announced at the Winter Command Council in 2018.At least, I think that was what he was doing. Either that or sending an email, but I'm pretty sure it was the bulk update because my eServices record reflected the AFOEA seconds later).

 Otherwise you're starting to do a ton of "reconstruction" where you need to confirm someone was in the unit affected, or trying to find the original HQ authorization for the award x years after the fact (good luck there).  A contemporaneous PA with a listing of the specific people affected and the HQ authorization can solve a ton of problems down the road.
