I am looking at writing a background paper as my technical document for Achievement 10. Is this just a paper outlining my background? Thanks.
It is a paper that gives background information on a topic.

Although the format will vary, writing a good background paper is something you can learn as a CAP cadet and apply professionally for many decades to come in a variety of career fields.

What aspect of leadership would you connect to Major Bong? Or how would he relate to a staff position?
A background paper is typically on some sort of program, (like Cadet Encampment Assitance Program, Cadet Protection Program, etc). It usually wouldn't be written on a person.
