My squadrons vests are not safety compliant, and we need to purchase new gear. Today, we were doing some parking assistance today, and it was rather windy, so the vests would blow around and be a pretty big nuisance. What I am wondering, is if regs allow us to wear reflective belts instead of a full vest - that way there isn't anything flapping up in our faces.

Regs specify ANSI 2 vest, which means it has to have a minimum amount of reflective surface. Not sure of the spec, but for some reason 160 square inches seems right - but don't quote me on it.

No. Reflective belts aren't enough.

Live with it, I did parking today, and it was very windy (10-20 MPH). My team didn't have any problems with the wind.

Neither did anyone else I saw.

It has to have both reflectivity, and contrast.

We got these: http://www.fullsource.com/orange-safety-vests/radians-sv22-2zom/

Get them 1 or 2 sizes larger than your t-shirt size to allow for wearing over outerwear. My XL fits over my flight jacket. They are mesh, and have a front zip, which cuts down on wind issues.
