ICL to 62-1, Rescinding "Intro to Safety" due to inclusion elsewhere

Finally.  This should have come out a long time ago when it was first incorporated into Level 1 and the Wingman course.

Just a heads up there is a bug in the membership module trying to put in level 1 for new members. It still shows it ha to be done. I've emailed national and they are aware of it.

I just entered 3 cadets as completing Wingman, and it still shows "Intro to Safety" in their training record.
