What is that Nebraska Admiral thing anyway? What i've read makes it sound like you need to know the Governor or such, which makes it seem like it would be a real small number.

Back before the "Great CAPTalk Deluge," it was simple to become a Nebraskan Admiral.  Go to a link on the web, and submit a reason (under 3 paragraphs) on why you should be allowed to be an Admiral.  Wait thee to four months, and you get a nice certificate, and a wallet paper id card.

After that, it got more restrictive, that you had live in Nebraska, or the nominator had to live in Nebraska.

It may have changed since then.  I'm not real sure, but before, anybody request an admiralty.

Are you saying that CAPTalk is to blame for the 2008 change?

Yes.  The site didn't explicitly say CAPTalk, but things typically not coincidences. . .
