WOW! Where the heck did you find those? I believe they are indeed rejected designs for the first AF sleeve insignia for enlisted/NCO personnel.

There was also a set of sergeant stripes that look like USMC but were listed as WWII CAP. Looked like Marine stripes to me.

CAP in World War II wore bright red epaulets on the officer uniform, and the NCO's wore bright red chevrons. Yes, they did look like Marine chevrons.

I've seen them at militaria shows before - stuck in my memory because they were so odd. As have others, I've seen them on eBay more than once. I don't know much about them (outside the info in the link Steve provided) but I don't think they are as rare as what that article says - and they defibately are not CAP specific.
