"The purpose of this article is to investigate the use of professional, volunteer, auxiliary organizations toward the accomplishment of national-level objectives to mitigate the higher cost of paid resources. This case study evaluates the Civil Air Patrol as the USAF Auxiliary for themes related to the successful utilization of auxiliary forces. A hierarchy of security strategy and defense objectives are presented along with a military department (Air Force) priority set".

Page 57 (the concluding page) seems to have the meat of his argument, putting forth CAP as a model for structuring volunteer auxiliaries for other federal agencies.

Lieutenant Colonel Hodges (BS, National American University; BS, MS, Embry–Riddle
Aeronautical University; PhD, Northcentral University) is the chief, USAF Auxiliary
Integration and Requirements Branch, Deputy Chief of Staff for Operations, Headquarters
Air Force, Washington, DC. Lieutenant Colonel Hodges leads the coordination of policy,
guidance, and instruction to operationally utilize the 60,000-volunteer Civil Air Patrol
as the USAF Auxiliary. With duties as a program element monitor, he articulates options
to the Air Force Corporate Structure for two programs valued at more than $200 million.

Same article submitted a month ago with no comments other than the OP's, who points out there was no mention of the USCG Aux. But there could be some bias on the part of both the author and OP.  :)  http://captalk.net/index.php?topic=23302.0
