I was talking to someone that wanted to rejoin CAP. When he dropped membership he was I believe Major. Now he wants to rejoin as a Senior Member without grade. I checked CAPR 39-2 and 39-1 and can find no information on this type membership or uniforms. He meets grooming standards and wants to wear USAF blue uniforms. So what does he wear for epaulets? blank grey epaulets with only CAP? he would wear the circled US lapel insignia or CAP cutouts? Plus wings ribbons name tag etc. but there is no indication of epaulets. Looks like National has ignored this class membership. Told him he would need to retake Cadet Protection since he had been out for several years.

Unless this member pays all the prior years he was not a member, he will re-list as a SMWOG.

CAPM 39-1 does specifically address this in the re-write.  Please reference page 11 para 1.4 (referencing only the USAF uniform since that was stipulated):

1.4 Adults without Grade. Adult individuals without grade will wear the dress uniform for the grade structure they are pursuing: officer or non-commissioned officer (NCO). Unit commanders will monitor new individuals to ensure they comply with the requirements of this paragraph.

         1.4.1. Adult individuals without grade pursuing officer promotion will wear the USAF-style or Corporate-style uniform as for Officers without any rank insignia.
 
                1.4.1.1. USAF-style Uniforms. With the Service Dress Uniform (Class A), these individuals will wear the officer-style service coat, with sleeve braid, officer-style flight cap, US collar insignia, and gray epaulet sleeves without rank insignia. With the Blue Service Uniform (Class B), these individuals will wear the officer style flight cap and gray epaulet sleeve without grade insignia. On the Battle Dress Uniform, these individuals will wear CAP cutouts on ultramarine blue cloth centered one inch from the bottom edge on both sides of the collar. With the USAF-style Flight Duty Uniform (FDU), officer grade flight cap will be worn, and no grade insignia will be worn on the namepatch. These individuals will not wear Mess Dress

Correct on the CPPT re-take.  Will have to look at Level 1 as well.

I believe he completed Level 4 before dropping membership.

He doesn't have to ask for a grade reinstatement if he doesn't want it.

+1 - Though "Why?" should be the first question and it's not trivial, because
people who come into the org with "feelings" about the grade, whether "want / don't want"
beyond the norm, generally have "feelings" about other things that cause issues as well.

The fact that he doesn't want to be reinstated to the grade he earned, but still wants to
wear the USAF-style variant is also a red flag, if only because those two things don't generally go
together.

Unless he his prior military and requests to be in the NCO track, he wear the Officer variant
of the uniform - CAP epaulet sleeves with no grade insignia and US cutout on the service coat.
He's not an NCO in that case, he's a CAP member without grade.

Assuming he wears more then just the Golf Shirt and maybe a flight suit.
