Squadron of Merit Listing Report

Just found this report, can't quite make heads or tails of it.

The top says "CAP Squadron of Merit Listing July 2013"

I know the SoM in my wing was decided in April of this year. So...what is the data referencing? It's not current as of today on the member count. Is it a legacy report from July then?

It used to be SOM as of "today", which always struck me as useless.  No idea why it was cut off in July unless it's broken.

When a given wing awards it was never tied to the reporting calendar, though my understanding was its supposed to be
based on the calendar year not fiscal year.

Either way it appears to be reporting "last year" numbers. Not sure what to make of it.
