Title: How do I print CAPP60-12 without the layout markers?

I'm opening it in Adobe reader, I'm assuming there is a way for me to bring the margins in to not print those extra markings?

Nope. Those are crop marks. The document is designed to be printed, and then trimmed on the edges, so the printing extends all the way to the edges. Many printers won't print "bleeds" all the way out.

These new full-bleed designs are beautiful, but why does NHQ post the printer's file (with crop marks and targets) which don't look right on the home printers that most of us use?

Adobe Reader has very limited editing capabilities. But what about your printer? As an experiment, I sent the .pdf file to my printer, which has a "scale" box in the printer menu. After several tries, printing the cover at 140% cut off the crops and targets, as well as the Spanish blurb at the bottom, but just kept the logo and "Parents Guide" at the top. As SarDragon pointed out, home printers will leave a white margin on all sides. My printer leaves a minimal .1875" border, which is OK, but it still defeats the nice full-bleed design.

Fortunately, there are only four full-bleed pages in this document.

My next solution will be to use Adobe Illustrator or PhotoShop to manually crop each page. Easy to do, a bit tedious, but it's only 16 pages so it should be a quick job. I can share that file with you if you like.

This document has some strange formatting.  The finished cropped size is not 8-1/2" x 11" letter but ends up being sized for printing on A4 paper (210 x 297 mm).  I'm not really sure why someone would choose a paper size that is uncommon in the US?

Here's a cropped PDF version that removes the cropping marks but it will have some will have white side borders when printed on 8-1/2" x 11" letter size paper:
