Good news everyone! I opened a ticket for the issue and the text in question was missing from the NESA site. It is now online:

I've also been made aware that there are no further volumes. More were planned, but just the one was published.

Absolutely!!
I advise folks to take the IS and then ICS courses as time/experience permits... these are updated more frequently than out task guides and are what the 'rest of the world' use.
While we are being held to a 15 y/o task guide and must train/certify our Members to it, the rest of the world marches on.
