NRA badge

Ok, here's the deal. I can't find the reg about the NRA badge on blues, and there are two different ways I see it worn on class B's. 

Version #1: Left pocket in the middle.

Version #2: Left pocket on the flap.

Anyone know which one is right, or is either right?

I usually see it worn on the left pocket flap of the service uniform, directly below the ribbons, and on the welt of the breast pocket on the service dress.
