When the WMIRS website is down , as it is at the moment I'm writing this, and if you are sitting at the airport needing to enter a sortie and take-off .... can you call a FRO and get a verbal release and then enter it all post flight?

(Edited to apologize for putting this in the wrong forum. I meant to put it in the Aviation one.)

So yes, but it's not a verbal release, it's a paper one (CAPF 99):

From CAPR 60-1 section 2.5:
Prior to flight, a flight release is required for all CAP flight activities. All flights will be released prior to takeoff using the eFlight Release function in WMIRS; the only exception is in the event that access to WMIRS is not possible, at which time a CAPF 99, CAP Flight Release Log, may be used to temporarily track flight releases and will be accomplished prior to take-off. CAPF 99 released flights must be recorded as eFlight Releases in WMIRS within 24 hours unless extenuating circumstances exist and the NOC is informed. A CAPF 99 release is a last resort.

However, I am showing WIMIRS as full operational and have no issues accessing it. You may be effected by a google DNS issue with CAPNHQ.gov: http://captalk.net/index.php?topic=22133

If that is the case you should be able to access it by directly pointing to e-services IP Address instead of the normal URL: https://207.201.204.67//WMIRS/Default.aspx

From an internet safety stand point I would recommend you confirm the IP Address independently (if you know how) before clicking on a link like that. But it will work.
