Is there a regulation or policy letter relating to signing off of ES tasks based off of past experience? Say I get someone in that is or was certified as an US&R (urban search and rescue) team member, a firefighter/emt, or prior military with equivalent tasks completed and documented. Is there a way that they can be checked off based on this experience? Also is there a way to waive the mission requirements for qualifications?

IMHO, there shouldn't be a wholesale transfer. It's pretty easy to sit down and go through the discussion items to verify knowledge. The demonstrable items should be accomplished, just to make sure there aren't any big differences in procedure.

As for doing the missions, why not? Pilots joining CAP, even with thousands of hours, still need to do a Form 5 and a Form 91 before they can be MPs. Shouldn't be any different for other ES people.

No.  Nothing in the regulations.

Everyone must demonstrate, show, explain...etc as spelled out in the task guide and complete two sorties during a real or simulated mission.

The regs cover this in CAPR 60-3 2-1(e)

Quotee. Waivers of the specialty qualification training requirements specified in paragraph
2-3 must be requested in accordance with paragraph 1-2 of this regulation, be based on
equivalent training received from other agencies and substantiated by appropriate
documentation, and must be coordinated with CAP-USAF prior to approval. NHQ CAP/DO
must approve all such waivers. Broad waivers for known equivalent training will be posted on
the NHQ CAP/DOS website.

Quote1-2. Supplements and Waivers. Supplements to this regulation cannot be issued below the
wing level (except Congressional Squadron) and require region commander, NHQ CAP/DO, and
CAP-USAF/XO approval. Requests for waivers or supplements must be submitted via chain of
command to the CAP and CAP-USAF region commanders and then to NHQ CAP/DO for further
consideration.

Thank you all, was just hoping there was a policy letter out there with already known waivers. I have seen ones that are wing specific but mostly talking about CAP members that are transferring from other wings or additions to the listed requirements.
