Non-renewal of CAP membership

I thought that the process by which CAP members were denied renewal of their membership was eliminated a long time ago. 

Yet, in the brand new 20-1, this is one of the duties of squadron commanders:

QuoteIdentify members for nonrenewal where continued membership is adverse to the best interests of CAP in accordance with provisions of CAPM 39-2.

Betcha it slipped thru the editing process.

ETA: 39-2, does have a provision in paras 4-2a(2) and 4-2b(2)(b) for those "late renewals" that are "not acceptable to the member's unit".

I have actually had to invoke this codicil to disallow the renewal of a kid who had been caught stealing from the National Guard (and the local fire dept, and impersonating a firefighter) and showed up a year later with an expired membership card claiming that he'd "just renewed."
