wierd sign-in problem

I have this cadet who I'm trying to help register on eservices, but after he registers and does part one of OPSEC one day, he comes back to complete part two of OPSEC a few days later, and it picks back up where he left off. The problem is that he can't get any farther than the beginning of part two. I don't remember there being more than one part to OPSEC, so is it just his computer, or are others having problems too?

First step is checking his browser and possibly disabling pop-up blockers.  As I recall the final NDA page is a pop-under that doesn't load sometimes.

Thank-you for your input, the problem was really simple after all. He kept  putting the wrong numbers in for his SSN.
