IG's as Commanders

Given their position of overseeing Inspections within a Group, Wing or Region, should it be required that Inspector Generals have served in a Command slot prior to their appointment?

The rational would be that they would better understand the issues faced by Commanders in a volunteer organization, as opposed to just knowing regulatory requirements. Perhaps be better used to the 'gray' areas of regs as opposed to everything being black and white.

Inspector Generals also have to investigate. Should we require police or similar experience?

The fact that our regs sometimes are contradictory and this can cause you to get dinged for following CAPR x and not CAPR y is not the inspector's fault. 

Should 2nd Lt Newbie be made an IG? Most likely not. It's the commander's responsibility to appoint the best person he can for the job and get them the training they require. Why make life harder?

The largest problem "we" have in CAP, is being all volunteer, there's times when prerequisites are nice, but there's also times when you can't be too picky about someone saying "I'll do the job".

Most of the time, that works out.

..and there's a fair share of the time when those "qualified", suck, too.  So...

Irrelevant to the duties.

IG's are not the secret police of CAP.  They have no inherent authority, and take no actions without the direction of the commander at the respective echelon.

When there is an investigation they are fact-finders only, free to recommend a given action, and the respective commander is free to ignore their
recommendation.

Having a more experienced IG may allow for better questions during investigations, but it also may allow for them wandering into areas they
do not belong, this includes during SUI's.
