Thinking about bringing a digital camera for the C130/C17 flights...

Don't.  It will be contraband so it'll just be a waste to bring it.

Camera is listed under "Accessories".

I know that Volk Field ANGB prohibits any photos be taken on the flightline, so with the location of the NYWG encampment being an ANGB, similar restrictions may be in place. Just be careful and ask permission first.

Hey JFK, a lot of the questions you have been asking seem to be mostly NYWG Encampment-specific. You do have an "Official" NYWG encampment topic opened up, perhaps you should ask most of these questions there?

Getting on topic, Yes, you'll be able to possibly take a picture or two of C-130s at encampment and while you are flying in them. As oft said at NYWG, one of the goals is to make encampment as fun as it could be and taking pictures of the friends you make and what you have been doing is part of it...

If you start using your chain of command (which is the correct way) to get your questions answered you will likely get the correct answer faster than asking people from all over the country something so specific as the NYWG encampment.
