So I've heard that in previous years, a COWG CAP van has driven cadets to KSWG encampment. Does anyone know if they'll be doing that again this year?

When the appropriate staff knows how many cadets and seniors will be travelling, they'll make the determination. Watch your emails from the wing announcements list.

BTW, the person who usually coordinates it is in your squadron.
