Title: Should CAP have a DOER document like the Air National Guard

The Air National Guard recently produced their Domestic Operations Equipment Requirements document http://www.ng.mil/ll/Publications/2011%20DOER%20On%20Line.pdf which outlines the equipment they need in order to carry out operations in response to natural disasters under various emergency support functions. 

I have long argued that CAP needs some sort of real disaster response operations doctrine and while this ANG document isn't exactly that (they have other publications that do fill that purpose though), it does give a good example of how we could be looking at our equipment and capabilities in light of the many ESFs that CAP probably could be acting under.

I agree.  I have also taken the time to NIMS Type all of our squadrons assets and capabilities and provided them to the relevant agencies in my AOR.

Planning is the key!
