Whose leadership model provides the activity/participation structure needed for VOADS best? Integration and working relationships with other organizations is key, is the programs structure defined well enough to support their missions?

Me thinks you also need an option "Do not have any experience with other organizations."  Becuase I can't tell you what leadership or recognition structures a state defense force or the Coast Guard Auxiliary has.

Asking CAP people to opine on the intricasies of other organizations _as_it_relates_to_VOAD_ is not going to get you actionable data about those other organizations.

20+ years in public safety and I've never heard VOADs.  CERT was where people that couldn't get on a volunteer FD went and were never requested for anything.  Reserve police officers had full powers, had take home cars, and did everything a merit officer could do and were under the same command structure.

I do have the option of "Do not have any experience with other VOADS" as these are the main ones I am focusing on. I do have a couple more questions. I appreciate the insight Darin.

VOADS has been around a long time and may have been called something different, but it is used in my classes a lot when describing these types of organizations. NVOAD.org is a website dedicated to matching people and disaster response organizations.
