CAPR 39-3 (http://level2.cap.gov/documents/u_082203104145.pdf) is your friend.

Answer:

The cadet needs 60 hours of community service.

Ref: CAPR 39-3, sec. F, para. 21, subsec. i. ~OR~ Page 8, 3/4 down on the righthand side.

Check out page 8.   ;)

...unless you mean how to physically get the ribbon.  Once you've earned it with your 60 hours of community service, you'll need to have a letter from the agency you did the service for attesting to the type and number of hours of your volunteer activities.  Present that along with a CAP Form 2A for award of the community service ribbon up your chain of command.  Once it is signed and in your personnel file, you can either get one from your squadron's supply box, or order it online from The Hock (http://www.thehock.com) or CAPMart (http://www.capmart.org).
