I assume these are to be worn with the outergarments. But why is the design of the chevron inconsistent with the design that was just released by CAP? If it is correct, then it looks odd when compared with the chevrons on the sleeves. If it is wrong, then Vanguard better be notified and not sell any to our members since they are non-returnable.

If you were prior military you are authorized to wear the AF stripes, as long as there's "CAP", like pictured

Nope. These USED TO BE authorized, but with the latest version of CAPM 39-1, they no longer are. They were meant to allow NCOs to wear their stripes without sewing them on.

Now those 100 guys wear blank epaulets sleeves and sew the new stripes to their shirts.

With the release of the new 39-1, the blank epaulets are reserved for adult members - ahem - senior members pursuing an officer track. Adult members pursuing NCO grade do not wear the blank grade slides; when they are appointed to CAP NCO grade they wear the stripes on their sleeve. USAF-style chevrons may be worn by those who have earned their stripes in the military, with metal CAP cutouts on the collar until 2015. The new CAP NCO stripes are now available from Vanguard; if these are worn, CAP cutouts are not worn on the collar. The enlisted US cutouts are worn only on the AF-style service dress jacket.

^^ At the same time the new 39-1 (page 75) says that NCO wear the epaulet (slides) on their outer garments. So, is it ok for a CAP NCO to wear the slides currently sold by Vanguard?

Good question.

I'll ping NHQ and find out for you.

NUC informs me theses are old and cannot be worn past the phase out date in 2015.  Still working with vanguard on the new NCO stuff for outerwear etc

Thanks for checking and informing the membership.  :)
Vanguard should really add the note about the phase out date of 2015 for the slides are non returnable.

To be fair, I wouldn't expect Vanguard to do this if thay don't already do the same for their other insignia customers (Army, Navy, etc.).

Maybe there is something I am not getting, but do not adult members pursuing NCO grade have to have already been NCO's?  Or has that changed?

I was not an NCO, but at this stage of my CAP career, if it were available to me, I would strongly consider trading my Captain's bars for being a promotable SrA.

As well, those new(ish) slides from VG look dangerously close to having too much blue in them...

As of the current 35-5, yes.

The difference being that they can now, potentially, promote within CAP, whether they promote externally or not.

How that is going to work, especially considering that it's not possible without accepting a billet at higher HQ,
and those CCs aren't required to >have< an NCO at all, remains to be seen.

The typically CAP-important parts (insignia, promotions) had to get done before the trivial stuff like
actual NCO duties, why this is necessary, the problem this doesn't make worse, etc., etc.

The horse has been beaten unto death. The cart is stuck in procurement channels due to the recent sequester.
