CHAIN OF COMMAND

Does anyone know what the driver was behind the "Chain of Command" letter put out by NCR/CC Col Fagan this week, reminding member of proper protocol? What is going on here? Why can't our members just "stay in their lanes"? As a Sq/CC, I applaud this letter. I also am taking pause to wonder what prompted it. I do know from experience that lots of "issues" get blown waaaayyyy out of proportion sometimes,and cause alot of wasted time and volunteer energy to be expended in the process.
