Civil Air Patrol Short, Medium, & Long Range Goals?

Can anyone point me to the document that provides this information regarding our overall goals and time frame for implementation     I've never seen anything from the NEC/NB/BOG meetings that even showed they talked about this.

I've noted one wing (New Hampshire) (there might be others) had its' 2011 goals on their website (no 2012 goals yet).

Wouldn't you think it be nice to have National Goals, than Region Goals, than Wing Goals then Squadron Goals.   I would think us down at the squadron would at least need to know the goals of higher headquarters so we could support those and than add our own .
