The CDC has produced a checklist for evaluating various environmental health issues at disaster shelters that is online here: http://www.bt.cdc.gov/shelterassessment/

It may be of use for those CAP units that do work shelters, but I was also thinking it might be worthwhile for evaluating potential mission base sites.
