NCSA App Problems...

I'd like to apply for NBB, but I'm only 15. However, I WILL be 16 at the time of  the NCSA. Why won't the online application recognize this?

I would wait until after November 1st, and try again.  If it doesn't go through then talk to your commander who can make the proper connections.  There is a high probability that you are applying for NBB '09 because the system hasn't been updated for the 2010 activity calendar .

The last thing Mr. Curry needs right now is every cadet in the nation calling because they can't get an application to work before they're even supposed to be using it.

It is my understanding that they are not taking applicatins till December 1, 2009.

Yep.  They haven't even announced the activities for this year that.  According to the NHQ website, those will be announced on 01 November.  Just be patient and wait for that announcement before you start trying to get an application in.  Application procedures and processes change from time to time and I'm sure they'll tell you everything you need to know about applying once that announcement is made.

Thanks for the help, gentlemen. I will wait 36 more hours. I was under the assumption that applications were being accepted because , my eServices account did not have the NCSA application until I think February of this year.
