15(ish) September is usually considered the end of the FY to allow two weeks to close up the books.
This has been pretty sacrosanct for quite some time.

Money available those last two weeks is usually due to either lack of flight hours leaving too
much on the table, or some last-minute unexpected influx of cash.

It's been pretty quiet weather and mission-wise this year, so one could imagine that flight hours,
are down?
